Phlegmites are insect enemies at Gadfly Glades, in Skylanders: SuperChargers. They have elephant-like trunks and attack by spitting a long snot-made line at the Vehicle which pulls them near aand bites them. Several Phlegmites appear in an Daily Mission in Ridepocalypse Demo Derby and the Undead Vehicle Zone, unlike the ones in Gladfly Glades, these are much bigger.
